ACT deletes climate change policy from their website

ACT has removed their climate change policy from their website – reportedly on the same day leader David Seymour launched a blistering attack on the Green Party’s environmental record.  ….The 2008 policy, which claimed New Zealand was not warming and pledged to withdraw the country from the Kyoto Protocol, was unavailable on the ACT Party’s website as of Friday evening.

“New Zealand is not warming,” the Policy Paper said “If it were to warm moderately, we would likely benefit in terms of land-based production, human health and reduced heating bills. Arguments that we would lose from sea-level rise or more extreme events are unproven conjectures.”

Links to the policy are still catalogued by Google and a cached version is available. A user on Reddit said that the policy was available on the website as late as Friday morning, but this claim could not be independently verified.

Seymour released a scathing attack on the Green Party on Friday, stating they did “bugger all for the environment”.  Reached by telephone on Saturday morning, Seymour did not confirm or deny the deletion of the policy. David Seymour responded “The thing about websites is that you can always say that something was or wasn’t on a website at some point in the past,”….And added  “It’s the easiest thing in the world to claim and impossible to prove.”

Seymour called later to confirm that the policy had been on the website’s server but not actively linked to for “a long time – at least two years.”. He emphasized that his party was focusing on the 2017 election, not the past. He suspected that media were being tipped off about the deletion by someone in the Green Party, “who have been underperforming at representing NZ on the environment. …. Saying “I know which election I’m focusing on. If they want to focus on another one they are welcome to.”

The ACT Party are holding their annual conference at Orakei Bay this weekend, and a focus on the environment is suspected. Seymour said the party had never denied the existence of climate change. He described himself as a “luke-warmer. Saying that “I believe it is real, and a portion of it is manmade, but I question the extent to which it is dangerous,” he then said “Since the industrial revolution we’ve increased the concentration of C02 by about 100 part per million. No question about that.”

In the  first page of the deleted policy paper:- He called for a more scientific and mature discussion of the issue. Saying “I think it is time for a slightly more intelligent debate. Otherwise its a bit like being back in the playground – ‘Are you are a denier or are you a good person?  It’s all a bit puerile.” And – “It’s actually a scientific debate – and quite a complex one.”

ACT leader David Seymour is readying to fire shots across the Green Party bow, accusing them of “socialist economics” and neglecting the environment. He said they also “just really piss me off”.  The rank and file behind the single-MP party will gather at Auckland’s exclusive Orakei Bay this weekend for their annual conference, which is expected to carry a heavy environmental theme. It’s understood Seymour will announce an environmental policy, geared around private enterprise playing a greater role in conservation.

It’s unclear exactly what that will include, but is expected to centre on Government incentives to increase private environmental custodianship, and moves to better define ownership. Seymour was keen to boost the party’s environmental credentials, saying they had gone under-reported in the past.

And he took issue with the “hypocrisy of the Greens”,  monopolizing environmental issues. “They have squatted on this piece of political real estate, while doing bugger all for the environment and often doing things that are counter-productive, because they don’t understand markets.

“They annoy me enormously, and I just think it’s wrong because I actually do care about the environment and I think it’s an important part of being a New Zealander,” he said. “What you’ve got is a group of people who are actually running a completely separate agenda which is socialist-economics, and neglecting [the environment]. “The reality is they just piss me off.”

He cited a bill by Green MP Gareth Hughes last year, which sought to regulate the buy-back rate that electricity retailers charged people selling solar power back into the grid. “If his bill had succeeded then you would have ended up with retailers saying we don’t want to be in business, and if you’d set it too low then people considering installing solar panels would have said the returns aren’t as good as they could be

“It’s one little example of a supposedly environmental party, with a supposedly environmental policy which if it had succeeded, would have actually reduced the uptake of solar one way or another, and increased emissions from the New Zealand electricity industry.”.. Green Party co-leader James Shaw declined to comment, but a Green party spokesperson said Seymour’s gestures appeared token. .. ACT seems to be claiming some kind of road to Damascus epiphany that the environment is worth saving.

“David could start by supporting our call for a moratorium on further dairy conversions on the Waikato River to help make it swimmable again.”.. Seymour’s keynote address would focus heavily on what he calls the four Ps of free-market environmentalism – private initiative, property rights, pricing and prosperity.  ACT members looking to flash their green side will also be able to book a ride in a Tesla S – an electric powered sports car that can outpace most high-performance sports vehicles.

Others lined up to speak at the conference would cover child poverty, the Government’s position on superannuation and victim support.

Nick Kearney ACT Climate Policy 2008

In 2008, the ACT Party’s climate policy, supported by candidates like Nick Kearney (who stood for the party in the North Shore electorate that year), was rooted in climate skepticism and opposition to government intervention in the economy.

2008 ACT Climate Policy Highlights:-

Climate Skepticism: The party’s official 2008 policy paper explicitly stated that “New Zealand is not warming”. It argued that moderate warming would likely benefit New Zealand through increased land productivity and reduced heating bills.                                                                                                                                                                                                               Opposition to Kyoto Protocol: ACT pledged to withdraw New Zealand from the Kyoto Protocol, describing the arguments for sea-level rise and extreme weather events as “unproven conjectures”.

Opposition to the ETS: ACT was a vocal critic of the Emissions Trading Scheme (ETS) introduced by the Labour government in September 2008. To protest the legislation, the party famously performed street theatre featuring a “witch” whipping a “farmer” who was dragging a large cheque made out to Russia for $5 billion, representing the cost to taxpayers.

Alternative Energy: Rather than carbon mitigation, the party argued for investment in “proper alternatives” such as nuclear power, while dismissing renewable energy like wind and solar as unachievable and unnecessary for cutting emissions.  Nick Kearney’s Role in 2008:- Candidate Stance: As the ACT candidate for North Shore in 2008, Kearney adhered to the party’s platform of fiscal conservatism and limited regulation.

Review of ETS: Following the 2008 election, ACT entered a confidence-and-supply agreement with the National Party. A key condition of this deal was a formal review of the Emissions Trading Scheme, which ultimately led to the significant watering down of the scheme in 2009 (e.g., the “two-for-one” deal where emitters only paid for half their emissions).

Controversy: In 2010, it was revealed that Kearney, then an ACT Board Member, had been involved in sharing sensitive government papers regarding the ETS with political activists to encourage public opposition. By 2016, the ACT Party removed the specific “New Zealand is not warming” language from its website, shifting its focus toward the economic inefficiency of domestic targets relative to global emissions.

NICK KEARNEY’S STANCE:

Prioritization: In 2025 local body election surveys, Kearney rated climate change action a 7 out of 10 in importance for decision-making.   Core Beliefs: As a candidate for Christchurch City Council, he emphasized protecting the environment as a priority, alongside tackling rising rates and improving service delivery.                                                                                                                                                                                                                                                                                                                                                                                                                                                      Economic Focus: Historically, Kearney has critiqued policies that he believes harm small investors, such as previous government attempts to remove rental tax write-offs, reflecting ACT’s broader economic-first approach to regulation.

ACT Party’s 2026 Climate Policies:  As part of the current coalition government, ACT has successfully pushed for significant revisions to New Zealand’s climate legal framework.

Weakening International Alignment: ACT advocates for “taking back control” by removing requirements for the Emissions Trading Scheme (ETS) to align with international targets under the Paris Agreement. The party argues that Paris is “broken” and that New Zealand should be prepared to walk away if reforms aren’t achieved.

Legislative Changes (2025–2026):-

Zero Carbon Act: ACT has long sought to repeal or significantly weaken the Zero Carbon Act and the Climate Change Commission.

Methane Targets  The government is introducing legislation to weaken the 2050 biogenic methane target from the original 24–47% reduction to a less ambitious 14–24%.

Carbon Neutral Government: The deadline for government organizations to achieve carbon neutrality was shifted from 2025 to 2050.

Agricultural Emissions: ACT firmly opposes emissions pricing for agriculture, arguing it would gut rural New Zealand for no global environmental gain.

Infrastructure over Mitigation: ACT proposes shifting focus from “wasting billions” on mitigation to building resilient infrastructure (stormwater, bridges, ports) capable of handling extreme weather events.

Energy Policy: The party supports lifting bans on offshore gas exploration and treating coal mining as any other mining to ensure energy reliability.

 

ACT Climate Change Policy (2008)

Goal:  That no New Zealand government will ever impose needless and unjustified taxation or regulation on its citizens in a misguided attempt to reduce global warming or become a world leader in carbon neutrality.

Background

  • The Labour Government is determined that New Zealand will lead the world in the race to carbon neutrality even though nothing New Zealand could do, including disappearing off the face of the planet, would have any impact on global climate.
  • New Zealand is not warming. There is no warming trend since 1970 and the slight warming trend since 1950 is not statistically significant.
  • If it were to warm moderately, we would likely benefit in terms of land-based production, human health and reduced heating bills. Arguments that we would lose from sea-level rise or more extreme events are unproven conjectures.
  • Policies to reduce emissions in New Zealand could not conceivably reduce global warming, even if warming were globally harmful.
  • The Government ratified the Kyoto Protocol in advance of Australia for short-term political gain without the benefit of any supporting analysis from Treasury. New Zealand can expect to pay billions of dollars to foreign governments like Russia, for carbon credits to offset their emissions.
  • Now the government wants to force us all to pay more for fuel and electricity beyond 2012.
  • Treasury’s analysis of the Emissions Trading Scheme made no case that its benefits would exceed the costs. The scheme lends itself to corrupt allocations of permits and seedy MMP negotiations were necessary to ram it through parliament.
  • It is reckless to distort the New Zealand economy in the cause of an ineffectual Protocol that expires in 2012 and won’t be rolled forward because its 1990 targets are unacceptable to China and the United States.
  • The NZ Institute of Economic Research states in their 2008 study “The Impact of the Proposed Emissions Trading Scheme” that:
  • Dairy land values will fall by 40%
  • Beef and sheep land values will fall by 23%
  • Annual household incomes will fall by $3,000
  • The average hourly rate will fall by $2.30
  • Annually 22,000 new jobs will be lost
  • Only ACT opposes Labour in seeking to force New Zealanders to pay much more for energy and electricity.
  • ACT believes that New Zealand can play a responsible role in the international community while keeping its powder dry. In particular, it should not move faster than Australia or the United States.

PRINCIPLES

Freedom – People should be free to live and work how they choose, including making their own decisions as to what light bulbs to use, unless there is clear scientific evidence that their actions are damaging the environment, or unless they are harming others

Put New Zealanders needs first – Until there is clear scientific evidence that we should do otherwise, energy policy should be primarily concerned with affordability and stability of supply.

Proceed with caution – The precautionary principle works both ways. „Green Business‟ opportunities which address non-existent problems and needs are not “business opportunities” but a massive risk and likely to destroy wealth on a massive scale

Do not make needless rods for our own backs – The government is globally unique including methane gas (produced by ruminants) in calculating our Kyoto commitments. This is extreme, contrary to all other member countries and should be amended

Distinguish between real pollutants and carbon dioxide – carbon dioxide is a vital and necessary greenhouse gas crucial for plant growth and human survival

Make decisions based on sound science – not on blind belief or ideology which is increasingly divorced from reason

A commonsense approach to Climate Change would recognize that:-

  • There is no point destroying our economy in pursuit of „carbon neutrality‟ if carbon dioxide and other greenhouse gases are not driving global warming.
  • Any carbon trading scheme is prone to fraud – and indeed invites fraud

POLICY DETAIL

  • ACT will repeal the Emissions Trading Scheme and withdraw from the Kyoto Protocol
  • Major investments in infrastructure will not depend on the anti-global warming hypothesis for their economic viability. (Hydro power and geothermal power stands on its own feet.)
  • Reform the Resource Management Act and Local Government Act to be neutral on climate change and „sustainability‟ (often a code word for anti-global warming).
  • Reform Transport legislation to make transport serve efficiency and mobility rather than „sustainability‟ unless a real issue of sustainability can be identified
  • Ensure that government agencies and advisors acknowledge any conflicts of interest.

If you believe that New Zealanders should not be taxed on the basis of unproven global warming theories, then give ACT your Party vote, for better informed policy on climate change

To guide Auckland’s approach to climate action, mana whenua, through the Mana Whenua Kaitiaki Forum has partnered with the council to provide a Te Ao Māori perspective throughout the development of the plan. Early in the process, this forum set up a climate change working group to work with council representatives and subject matter experts on their response to climate change. Climate Change included in all Global Development Goal UN Agenda 2030. Includes Mass Migration ‘Environmental Migration globally)

Leading the response The Mana Whenua Kaitiaki Forum has taken the lead role in anchoring and guiding a Māori response to climate change within Tāmaki Makaurau and working closely with Māori community organisations. The approach has been underpinned by the following principles: • whakapapa centred approach to understanding and responding to climate change (Te Tāruke-ā-Tāwhiri) • mātauranga Māori forming the foundation to restoring balance with our tupuna Atua • mana whenua-led conversation, focused on a practical expression of our obligations of kaitiakitanga of Tāmaki Makaurau and the manaakitanga of its people and, in particular, our Māori communities..Auckland Council  in Phil Goff signed Auckland City up to the C40 Cities Global Green Deal. This includes support, promoting a Plant based diet. The Auckland Council climate plan reinforces C40 city initiatives. 2018 the Mayors Migration Council introduced the Mayors Migration Declaration through a Global Mayors Mitigation Group.  Planning of future mass migration is to be established by Mayors of C40 cities worldwide. (Climate Refuges namely ‘Environmental Migration)

The C40 Cities Climate Leadership Group is a group of 100 global cities  committed to taking bold climate action.

Auckland has been recognised as an Innovator City within the C40 network since 2015 and has endorsed a range of C40 commitments, including: • the Green and Healthy Streets Declaration (formerly the Fossil Fuel Free Streets Declaration) Auckland Council will endorse and enable to put Iwi/Maori framework into action. :

The Auckland Council references the following :- The development of an indigenous measurement tool to support management, prioritization, and measurement of the state of progress against the indigenous framework.

Actively  partnering with Iwi and recognized organizations to co-design and implement reconnection programmes for rangatahi and their whānau. To endorse support resource food sovereignty in accordance with Indigenous measurement tools

Auckland Council is a delegate of the Crown exercising powers of local government in Auckland and has  statutory obligations to Iwi/Māori to recognise, respect the Crown’s responsibility to take appropriate account of the principles of the Treaty.

 

The Council reports that the Treaty is articulated in law through an evolving set of principles. Treaty principles have been expressed and recognised through a range of courts and the Waitangi Tribunal. They are not exhaustive, and it is recognised that other principles may be developed with time. (NZ’s Founding document ‘Te Tiriti o Waitangi’ did not create Principles nor did it create Partnerships).

The Waitangi Act and the Crown Enterprises Act created these Partnerships and Principles that continue to be entered into our domestic policies and regulation. Not one political crony in the Cesspit of Wellington will stand up and tell the truth about this whole corruption. Instead they keep the corruption going through entering Principles and Partnership time and time again in Bills, Legislations and Regulations.

Whiria Te Muka Tangata is Auckland Council’s Māori Responsiveness Framework. It brings together the council’s commitments and obligations to Māori. This enables Auckland Council to ensure that it considers how its policies and actions recognise and protect Māori rights and interests, and contribute to Māori needs and aspirations.

Auckland Climate Plan has a Independent Iwi/Maori Statutury Board. They are Non-Elected bodies with specific powers given to them by local and central government to promote cultural, economic, environmental and social issues of significance to Maori. (They mean certain Iwi Elite). This the Auckland Council states is a partnership approach as a Te Titiri partner.  An economic force at Iwi/Maori levels. (There is NO Partnership in Te Tiriti o Waitangi) .  FOLLOW THE MONEY….

ACTIONS: • mātauranga Māori plays an equal role in decisionmaking • establish a Māori Sustainability Office / Think Tank for the Mana Whenua Kaitiaki Forum • establish Mana Whenua supported rangatahi group (intergenerational) • establish an online Māori knowledge and information portal • preparing and educating Māori communities, businesses and landowners for change • promote new ways of collective action

Māori have had to bear the negative impacts of colonisation, westernisation and urbanisation for over 160 years within Tāmaki Makaurau. Any response to climate change needs to consider the impacts on Māori and, in particular, mana whenua. Our collective response to climate change needs to enable sustainable circular Māori economic development and growth and encourage innovation across Māori business ecosystems. A key outcome is to focus on lifting whānau Māori from poverty and transform the conditions of wellbeing with whānau. Mātauranga Māori Mātauranga Māori – Māori knowledge systems and practices hold a key to climate change response. Mātauranga Māori is community-based and collective knowledge that offers valuable insights that complement western scientific data with chronological and landscape specific precision and detail. This is critical to verifying climate models and evaluating change scenarios. Māori knowledge systems and practice provide a strong foundation for community-based adaption and mitigation actions. Mana whenua have been able to observe and interpret change through the environment within Tāmaki Makaurau over many generations.

People across Aotearoa have called for decisions and action to protect our regions and our planet from the impacts of climate change. In June 2019, Auckland Council responded to this call and the irrefutable evidence of climate change by declaring that our region is facing climate emergency. By declaring a climate emergency, the council commits to: • incorporate climate change considerations into work programmes and decisions • provide local government leadership in the face of climate change, including collaborating with local and central government partners advocate for greater central government leadership and action on climate change • increase the visibility of our climate change work • lead by example in monitoring and reducing its greenhouse gas emissions • include climate change impact statements on all council committee reports. WE ARE LIVING IN COLD TIMES ACCORDING TO GREENLAND ICE CORES REVEALING CLIMATE HISTORY.

We live in cold times: “We live in the coldest period of the last 10.000 years” , says Danish glaciologist, Jørgen Peder Steffensen who take us back in time to the Grenland ice cores and reveals the secrets from the past.” Today’s warming is not unprecedented and thus no way to tell if human industry has made any difference. Jørgen Peder Steffensen is a professor in ice core related research at the centre for ice and climate at the Niels Bohr Institute the University of Copenhagen.\RNZ reported

THE ROSS ICE SHELF IS FREEZIBNG, NOT MELTING.. Feb 23rd 2018. Scientists were surprised by their study. In November, scientists from New Zealand used a hot water drill to go deep into Antarctica’s Ross Ice Shelf. The shelf, which can be up to 10,000 feet thick, is the largest of several that hold back West Antarctica’s massive amounts of ice. If these were to collapse, global sea level would rise by ten feet.

Drilling a hole and lowering a camera and thermometer inside is a way for researchers to understand the history of the shelf, and what is happening to it now. In measuring the temperature and currents below the shelf, they expected to find that the ice was melting.

Instead, the water appeared to be crystalizing and freezing. In the video from National Geographic below, you can see the white dots of ice crystals as the camera is lowered towards the dark sea below. If the shelf was melting, the hole at that level would have smooth sides. “It blew our minds,” Christina Hulbe, the glaciologist from the University of Otago in New Zealand, who co-led the project, told National Geographic. It’s a decent sign that catastrophic melting of the Ross Ice Shelf won’t occur in the near future.

In 2017 David Seymour authored a book titled ‘Own Your Own Future’ A Liberal Vision For New Zealand in 2017. Published 2017 by ACT NZ. The following is a description of some of the content of the text written in the book by Seymour:-

That a few pessimists  have gone wildly wrong over the years:- ‘Malthus on population 1798.  *Ehrlich 1968 author of the book ‘Population Bomb’ referring this to the Club of Romes Project ‘Limits to Growth. And Al Gore claiming in 2006 we only had 10 years left to save the planet.

The pessimists are wildly wrong, because we are still thriving. The past 30years we’ve witnessed the greatest reduction in global poverty in the history of the planet. Attributed to globalization, international trade and freer markets.

He referred to the innovation of ideas being highly relevant to climate change issues, referencing the plunging price of solar power, rising efficiency of large scale wind power. The energy transition that will be underway through the next 2 decades and beyond

Forecasts of global fossil fuel use based on current technologies will be wildly overstated. We should all be skeptical of the intense politicalization of climate science debates.  It’s always suspicious when scientific issues seem to line up with political positions. The Left/Right Divide tends to correlate with alarmist/sceptic positions, this is weird from whichever side you come from.

Seymour refers to ludicrous claims of near scientific infallibility, science by nature is uncertain. The earth is warming ever since the end of the ice age, that’s true, what happens at the end of the ice age, small or big is pretty much by definition.

Saying humans had some influence on warming in recent times, say late 20th century. But its about NZ doing its bit, even though how much warming is uncertain, it’s precautionary to take some action. As time passes and knowledge improves we will find out whether NZ should be responding with greater urgency or lesser

Whatever NZ does as to the impact on global warming there will be zero outcomes, however there is a strong case for NZ to contribute as good global citizens, it’s about doing our bit, even though the contribution is tiny and will NOT determine outcomes. Saying this applies even if one  is skeptical about the more extreme alarmist enthusiasms of the climate change zealots, especially those that have built a political program around it. Referring to NZs ETS Scheme he said “the complexity, cost, the rort involved in global emissions trading Acts policy has always been to dump the ETS, it’s a policy disaster.

He said he preferred a simple low tax, then gradually increase the tax like road user charges but the govt should not make a cent out of the revenue from it. If the science suggested the risks of global warming were rising increase the tax, if the science develops the likely risks are lower, lower the tax. As far as NZ is concerned we are very much a passenger as far as global warming is concerned, we can’t have any influence on outcomes.

1)David Seymour obviously is very uncertain about the global warming debacle. He is in the luke-warmist camp. Accentuates we do not have enough knowledge about global warming as yet, but NZ must do its bit to be good global citizens although will have no effect on outcomes.

Seymour refers to the ‘doomers’ Thomas Malthus, Club of Rome’s Project/book ‘Limits to Growth’ and the Population Bomb, all being those that practice, believe in the Malthusian theory. That human population will far out grow resources need for the global population to survive, therefore this would bring wars, famine and disease. Not taking into consideration the advancing of technology and the decreasing of populations as is happening now throughout the world. Replacement level of many countries are below 2.1, a population level as set by the IMF & The World Bank (Thomas Malthus Essay 1798 ‘Principle of Population’).

That today the threats of climate change, water scarcity, lack of arable land, energy crisis,famine and endless human population growth fuels the concerns of a ‘Malthusian disaster through a Malthusian Crisis/catastrophe’ that is looming in the 21st century. (The carrying capacity of a species).

New Zealand the Worst Climate Cheats in the World

NZ Herald 27th September 2023 was headed ‘Election 2023: How do we tackle Climate Change?. National, Labour, Act, Greens, Te Pati Maori and NZ First Policies. NZ Zero Carbon Act, mandated emissions budget, reduction plan, NZ legislative architecture to force net emission down to zero by 2050. But political parties widely varying their positions on how to meet climate commitment. A large looming headache referring to agricultural emissions.

Where farmers pay for biogenic methane emissions, it appears Labour, National, Act, Greens, Te Pati Maori all  legally bound by the Kigali Amendment 2016 of the UN Montreal Protocol. That has International enforcement laws if NZ Govt does not comply. 21/12/2019 NZ Law changed to reflect the Kigali Amendment. The NZ Emissions Trading Scheme. At a huge cost to consumers worldwide.

4/11/2021 Reform of the NZ Emissions Trading Scheme, a key policy to reduce emissions ensures NZs commitment to Paris Agreement. Non compliancy to Kigali Amendment of the Montreal Protocol means a global trades embargo on NZ. There have been many articles, reports published alleging that the Emissions Trading Scheme is a sham, a fraud, a hoax. The Great Cash For Carbon Hustle’ a fix for runaway emissions, one which does nothing to reduce emissions hence its all down to book-keeping.

It was reported that in one notorious case the Vatican was presented with ‘carbon offset certificates’ for millions of trees that were never planed in 2019 by Yale Climate Connection. The Arab News 15th March 2023 refers to an investigation by European and British Media, The Guardian and the German Weekly and other media referencing that ‘in January 2023. They concluded gaping holes in the program of carbon offsets used by the worlds leading carbon certifier, 90% of the company’s rainforest offset credits did not represent genuine carbon reductions.

Corporations are accused of cheating and lying as to their carbon offsets and carbon trading. The  Emissions Trading System being without checks and balances, just a matter of book-keeping. Where big industries turn activities around the book-keeping of carbon offsets and trading into another revenue stream, with an extensive stock -market of carbon trading. No checks whatsoever, with billions of dollars of trading invested in offset programs. Being called a Global Climate Fraud.

10/11/2021 Greenpeace reported the ‘carbon offset’ scheme is a scam, a scammers dream. A book-keeping trick. Suddenly carbon trading, carbon offsets are everywhere, carbon foot print measuring for individuals and team player through Auckland Council online ‘FutureFit’. However in reality does this even change the climate, global boiling? It allows businesses to pollute waterways, break trade waste water regulations and the ETS appears to be great for profits. Let’s talk, NZ Government, their history on being the worst climate cheats in the world as they knowingly purchased Ukraine and Russian fraudulent Carbon Credits (Morgan Foundation Report).

The Government was accused of totally irresponsible alleged criminal behavior..It was reported the Government did this to meet their  International commitments for the 2020 emissions of the Kyoto Agreement. NZ being a willing participant in wholesale climate fraud. Reference was made to ‘Hot Air’ climate units, because they did not represent true emissions reductions (they were nothing but hot air). This being an alleged deliberate decision making by the National led government of the day, to continue to allow unlimited used of these foreign fraudulent carbon units for as long as the International community would allow it.

Thus tainting NZ reputation for being a ‘Clean, Green Corrupt Free Country’. Almost $200 million dollars of NZ taxpayer money was put into the hands of these foreign crims. When the Morgan Reports (1 and 2) were published this made many in the community aware of how criminally the NZ Govt had behaved.

Hence it was suggested that the Govt had three options to deal with their criminal fraudulent behavior as climate crim’s to hold their reputation intact.

1)DUMP THE JUNK: Cancel the fraudulent foreign credits 

(2) BURN THE BANK: Remove the Government’s 2 for 1 deal and freeze companies free allocation of the 2 for 1 deal

(3) KEEP IT CLEAN: Keep the Emissions Trading Scheme (ETS) closed to International trade until NZ Government could be certain NZ’s ETS scheme has ‘integrity’

Also it was suggested that “in the mean-time work closely with some of NZ’s Pacific neighbors to develop bilateral arrangements. 18/4/ 2016 The Morgan Foundation launched a second report also called ‘Climate Cheats’ showing NZ was by far the biggest buyer of the fraudulent foreign carbon credits. The Climate Cheats Report entitled ‘The Dozen Dirty Businesses’ were exposed, where NZ Govt handed over these fraudulent carbon credits to businesses,  dumping the ‘junk credits’.

NZ was the only country in the world that allowed the use of these fraudulent foreign credits between 2013-2015.

Large businesses in NZ were known to profit from the fraudulent credits by selling or banking them, by profiting from pollution. NZ Steel was one, others were Power and Petrol companies led by BP included Caltex and Genesis the Power Company, they were the biggest users of the fraudulent Ukraine, Russian Carbon credits.

MOBILE OIL DID NOT PARTICIPATE, BUT REMAINED STILL REMAINED COMPETITIVE. Some Forestry Companies also purchased these foreign units, but their names were not exposed. The Spinoff News NZ reported 18th April 2016 ‘Ukraine and Russia had found loopholes in the International Rules for Carbon Trading. NZ is complicit in a ‘climate swindle’. A willing participant in ‘wholesale climate fraud’

That Europe and New Zealand had been increasingly suspicious of Ukraine and Soviet Union, as to what they were up to in 2012. NZ Government had made noises about this at this time, about banning the ‘dodgy climate credits in April 2012. It was reported that in 2012 that backroom negotiations between the National Party and its coalition Party ACT were hesitant about the foreign fraudulent carbon units, however in July 2012 they decided to leave the dodgy carbon foreign units remaining open, instead of immediately halting this climate criminality.

Other countries had walked away from the foreign carbon fraudulent credits, but NZ Government decided not to do so. It was said that ‘NZ ETS Scheme should reflect the ‘International Price’ of carbon offset purchasing and carbon  trading. By the beginning of 2013 Europe had totally banned the trade of these foreign fraudulent carbon units from Russia and Ukraine, leaving New Zealand still purchasing them at a very cheap price. NZ rapidly became the largest consumer of the fraudulent foreign carbon credits in the world.

Over a ¼ of  All NZ’s carbon emissions between 2008-2012 were covered by fraudulent carbon units. 99% of all carbon credits came from Russia and Ukraine. In 2015 the Stockholm Environment Institute found that 89% of Ukraine projects were of ‘questionable or low environmental integrity’ In other words as ‘dodgy as hell’

However NZ Tax Payers were robbed of approx. $200 million to put in the hands of these crim’s thanks to the NZ Govt. The NZ Government most certainly knew these were fraudulent credits and they were an accomplice to a climate crime at the expense of the NZ Taxpayers. At the time the 2nd Morgan Foundation Climate Cheats report was published  in 2016 it was alleged the NZ Government were still holding up these fraudulent credits as proof they were meeting International emissions targets.

Stuff NZ reported 18th April 2016. NZ Government allowed ‘Climate Fraud’ to reach emission reduction target. A damming environmental report. Stating the Morgan Foundation Report raised concerns on NZ’s use of the fraudulent foreign carbon credits referring to the NZ Govt reaching it 2020 International Emission targets, which was said to damage NZ’s reputation.

After the publications of the Morgan Foundation Reports Labours David Parker said “the Labour party had been calling the government to close down overseas ‘hot air’ carbon credits from the likes of Ukraine and Russia. (Therefore Labour also were well aware of the fraudulent carbon credits and were also a party to the climate crime)

National Party Paul Bennet Climate Minister said the ETS Scheme is not perfect, but NZ made the best decisions at the time”. Greenpeace NZ Climate Campaigners reported that “ NZ has continued to use the fraudulent climate credits at the time of Paul Bennetts and Parkers responses in 2016.

He also added that “the ETS scheme was a policy that was purposely made to sound boring and dense so people would not dig deeper into it”. In reality the ETS Scheme allows for businesses to make profits from pollution. The whole of the National led government of the time were aware of the climate crime it was committing. They were all aware of the fraudulent criminal behavior of Russia and Ukraine and the carbon credit fraud. As other countries backed away. Europe banned the purchasing use of these fraudulent carbon credits the whole of NZ Government led by National and its coalition partner ACT Party. All political party in government were guilty of this climate crime at this time.

HOWEVER-THERE IS A HUGE RISK OF  A GLOBAL TRADE EMBARGO ON NEW ZEALAND FOR NON COMPLIANCY TO KIGALI AND THE ETS SCHEME. ALL POLITICAL PARTIES LOCKED INTO UN INTERNATIONAL BINDING AGREEMENTS.
