Report of the Royal Commission of Inquiry into the terrorist attack on Christchurch masjidain on 15 March 2019

The terrorist attack was driven by an extreme right-wing Islamophobic ideology. Its purpose was to promote chaos and disharmony in New Zealand. However it was reported he was a lone wolf actor of terrorism. It was reported that  NZrs united around racism, extremism and extremist violence. (The propaganda machine deliberately  caused division of peoples within NZ) The Inquiry asked questions of the public sector agencies, Police, Government Security, NZ SIS Services. 1,100 plus submissions were received. Leaders of International Security Services were involved, family of the victims and survivors of the attack. The Inquiry made recommendations for the future. There was inquiries as to the life of the offender who arrived in NZ 2017 and within 3 months of arrival was able to obtain a firearms license, hence purchased firearms and ammunition. Again the report says “He acted alone”. focus of the counter-terrorism resources was on what was seen as the presenting threat of Islamist extremist terrorism. The New Zealand Security Intelligence Service had decided to concentrate its scarce counter-terrorism resources on the presenting threat of Islamist extremist terrorism.

Since 2015, successive governments have been reluctant to proceed with a public-facing counter-terrorism strategy. One reason for this was to avoid stigmatizing Muslim communities. Part of the focus of the Royal Inquiry was : Social cohesion and embracing diversity. Firearm licensing was included in the Inquiry (Govt Gun Buyback Scheme) Low levels of trust in Media and Govt. Even though COVID19 did not show its head in NZ until early 2020 COVID 19 response was bought into the equation. Stated that NZ will never be immune from violent extremism and terrorism

“The terrorist attack” means the terrorist attack carried out by the individual in accordance with his planning and preparation over the previous years

Recommendations Made included:- a) Improving New Zealand’s counter-terrorism effort. b) Improving New Zealand’s firearms licensing system. c) Supporting the ongoing recovery needs of affected whānau, survivors and witnesses of the 15 March 2019 terrorist attack. d) Improving New Zealand’s response to our increasingly diverse population. e) Implementation of the recommendations. 3 The recommendations are organized by four themes. To increase promote a more diverse inclusive population in NZ

The Public sector mindset must shift to value communities’ input into decisions, transparency and engaging in robust debate… Robust public debate that is highly targeted. As well, the government must understand what New Zealand’s changing demographics mean for New Zealand as a society and promote consistent messages about the benefits of diversity and an inclusive society. New Zealand needs fit for purpose laws and policies

Recommendations to improve social cohesion and New Zealand’s response to our increasingly diverse population We recommend that the Government: 28. Announce that the Minister for Social Development and Employment and the Ministry of Social Development have responsibility and accountability for coordinating a whole-of-government approach to building social cohesion, including social inclusion. Direct the Ministry of Social Development to discuss and collaborate with communities, civil society, local government and the private sector on the development of a social cohesion strategic framework and a monitoring and evaluation regime.

30. Investigate the machinery of government options for an agency focused on ethnic communities and multiculturalism and establish a fit for purpose organizational design that will encompass the current functions expected of the Office of Ethnic Communities and enable the new responsible Public sector agency to focus on and perform the following functions: a) advise the government and Public sector agencies about priorities and challenges that affect ethnic communities’ wellbeing; b) collate and use data to analyze, monitor and evaluate Public sector efforts to improve the wellbeing of ethnic communities, what those efforts should be and how they should be prioritized; and c) develop an evaluation framework that incorporates performance indicators that examine the impact and effectiveness of government policies and programmes on the wellbeing of ethnic communities.

Prioritize the development of appropriate measures and indicators (such as the Living Standards Framework) of social cohesion, including social inclusion. 32. Require Public sector agencies to prioritize the collection of data on ethnic and religious demographics to support analysis and advice on the implications of New Zealand’s rapidly changing society, inform better policy making and enhance policy evaluation. 33. Direct the chief executives of the Public sector agencies involved in the counter-terrorism effort to continue focusing efforts on significantly increasing workforce diversity, including in leadership roles, and in consultation with the Advisory Group on Counter-terrorism (Recommendation 7).

Invest in opportunities for young New Zealanders to learn about their role, rights and responsibilities and on the value of ethnic and religious diversity, inclusivity, conflict resolution, civic literacy and self-regulation. Require all Public sector community engagement to be in accordance with New Zealand’s Open Government Partnership commitments

Require all Public sector community engagement to be in accordance with New Zealand’s Open Government Partnership commitments and in particular: a) require agencies to be clear about the degree of influence that community engagement has on associated decision-making by indicating to communities where the engagement sits on the International Association for Public Participation IAP2 Public Participation Spectrum; and b) encourage agencies to undertake more “involve” and “collaborate” levels of engagement in accordance with the International Association for Public Participation IAP2 Public Participation Spectrum.

Amend legislation to create hate-motivated offences in: a) the Summary Offences Act 1981 that correspond with the existing offences of offensive behavior or language, assault, wilful damage and intimidation; and b) the Crimes Act 1961 that correspond with the existing offences of assaults, arson and intentional damage. 40. Repeal section 131 of the Human Rights Act 1993 and insert a provision in the Crimes Act 1961 for an offence of inciting racial or religious disharmony, based on an intent to stir up, maintain or normalize hatred, through threatening, abusive or insulting communications with protected characteristics that include religious affiliation.

Amend the definition of “objectionable” in section 3 of the Films, Videos, and Publications Classification Act 1993 to include racial superiority, racial hatred and racial discrimination. 42. Direct New Zealand Police to revise the ways in which they record complaints of criminal conduct to capture systematically hate-motivations for offending and train frontline staff in: a) identifying bias indicators so that they can identify potential hate crimes when they perceive that an offence is hate-motivated; b) exploring perceptions of victims and witnesses so that they are in a position to record where an offence is perceived to be hate-motivated; and c) recording such hate-motivations in a way which facilitates the later use of section 9(1)(h) of the Sentencing Act 2002.

Included in the documentation of the inquiry The repeated failures on the part of the Crown to uphold its commitments under Te Tiriti o Waitangi have caused widespread and ongoing harms.3 (Maori-Crown Relationship) and the colonization of NZ. Conflicts, protests and self determination.

THE EVIL BASTARD ISLAMIC EXTREMIST ATTACK ON CHRISTIANS IN MOSCOW YESTERDAY

THIS SHOULD BRING IT HOME TO EVERYONE’ 2023 report Vatican News’ Over 360 million Christians suffered persecution in the world in one year 2023.  1 in 7 Christians suffer high levels of persecution. 2022- 2023 was the worst year for Christians worldwide, because of the intensify violence, discrimination, exclusion. There is a drastic increase of kidnapping, abductions of Christians. 30,000 incidents have been recorded. Churches have been targeted. Thousands of Christian women raped, forced marriages, forced conversion. This is only the top of the iceberg. There are 50 countries in an updated report that face the most extreme persecution for their Christian faith.

The World Watch List is Open Doors’ annual ranking of the top 50 countries where Christians face the most persecution and/or discrimination for their faith.  Since 1993, the annual report has revealed the scale and severity of the persecution of Christians, with the number of countries where Christians suffer high and extreme levels of persecution having almost doubled to more than countries since the report’s inception.

Last year 4,998 Christian were killed for their faith worldwide (World Watch 2024). By Islamic militants, armed bandits, some countries allowing, enabling this Islamic militancy to flourish. Christians deemed either friends or foe. Foreign influence repress religious freedom, Two-thirds of all attacks and closures of churches and public Christians properties were in China, where tightening religious laws and intrusive surveillance have forced many churches to splinter into a myriad of small, less visible groups. Even many of those regulated by the state have been closed and amalgamated with larger churches

Yesterday a concert hall in Moscow was attacked, this was a bloody attack by the Islamic State. Its reported there were four gunmen and dozens of Christians are dead. The Islamic State published a photo of the 4 attackers, it is reported that they planned and conducted this evil assault on the Moscow Concert Hall and that 130 lives have been lost. Brutally murdered.

Its reported the men were wearing baseball caps and face scarfs pointing to the sky with one finger, a gesture that has become associated with the Islamic State terrorists. In the background an Islamic State poster. The extremist Islamic murderous Islamic terrorists carried out an intensive monitoring operation before the attack, according to the statement. The four evil Islamic terrorist  bastards were armed with machine guns, knives, bombs they sought to inflict as much damage as they possible could on a large crowd of Christians. The extremist Islamic state wounded people in total. The Islamic State terrorist stating they are ‘waging war between the Islamic State and countries fighting Islam”

A senior counter terrorism official has confirmed as such to the New York times that this is the Islamic State known as IS-K (New York Times reported) This being an offshoot of the terror group active in Afghanistan, Pakistan and Iran. But by Saturday US Officials privately admitted the terrorist alert had been partially based on recent intelligence indicating the IS-K branch of the terror group was active inside Russia

Going back further in  NZ history: And now thinking about how law abiding citizens have been harassed, targeted by police, surveillance, report in the CH Ch Royal Inquiry stating that Police and SIS had listed 1700 NZrs on a suspect  watch list. The Inquiry concluded their was no evidence for them to have these 1700 Kiwi names listed.  Since the Australian Citizens attack on CH CH Mosques we have been targeted as being ‘white supremacists, extreme right, islamophobics and the list goes on, the character assassination of law abiding Kiwi citizens has been huge.

He said this is serious and he takes his responsibilities seriously for those NZrs at home and abroad. He announced a review of NZs Security settings around foreign fighter, outlined urgent changes that was needed to address the evolving threat environment. The rise of the Islamic State of Iraq and the Levant (ISIL) posing a threat not just internationally but regionally and locally. Saying that ISIL is thought to have 3000 foreign fighters in its ranks holding western passports from a range of countries

John Key stated “We’re extremely concerned about New Zealanders being attracted to this brutal regime – as in other Western countries, ISIL has been successful in recruiting New Zealanders to its cause,”. “Government agencies have a watch list of between 30 and 40 people of concern in the foreign fighter context. These are people in, or from New Zealand who are in various ways participating in extremist behavior.”

Some of the watch list group have travelled to Syria to engage in fighting and remain there. Others are ISIL supporters who have tried to travel but been prevented by the cancellation of their passports.            The remaining people on the watch list are involved in funding terrorism, radicalizing others or are becoming radicalized themselves. Another 30 to 40 individuals require further investigation in addition to the watch list group. Responding to the evolving terrorist fighter issue the Cabinet approved limited focused legislative changes . And a funding injection of almost $7 million to the NZ SIS to increase staff numbers

In addition to this the Government has committed a funding injection of almost $7 million to the NZSIS to increase the number of staff able to work on investigations. Along with these changes the NZ Govt continued to consider NZs potential contribution the international coalition against ISIL. Key concluded he will take a careful considered approach to the rising threat of ISIL which is presented locally, regionally, internationally

THE CHRISTCHURCH CALL 17 COMMUNITY QUESTIONS ASKED TO THE ROYAL INQUIRY

Questions asked by the community about Intelligence investigations into the Christchurch terrorist attacks.

17.3 Before 15 March 2019, how many national security investigations have been carried out on Muslim individuals, associations or institutions? The New Zealand Security Intelligence Service told us that their investigations focus on individuals, not associations or institutions (see Part 8, chapter 5). Approximately 30–40 individuals were on the investigative prioritization (watch) list being investigated by the New Zealand Security Intelligence Service at any given time in recent years. Most of these individuals were assessed by the New Zealand Security Intelligence Service as supporters of Dā’ish. New Zealand Police told us that, before 15 March 2019, most of their counter-terrorism investigations were focused on the threat of Islamist extremism (see Part 8, chapter 6). The limitations of New Zealand Police’s recording practices mean that exact numbers are not available. There was no centralized information system for recording national security leads, the actions taken, outcomes of investigation, and characteristics of complainants, victims or offenders (such as religion).

Before 15 March 2019, how many national security investigations have been carried out on white supremacist or right-wing extremist individuals, associations or institutions?

The New Zealand Security Intelligence Service’s baselining project on domestic right-wing extremism, which started in mid-2018, generated ten leads relevant to right-wing extremism (see Part 8, chapter 5). These leads were treated according to the New Zealand Security Intelligence Service’s leads management process. Some of these leads remained open as at 15 March 2019.

While we have seen evidence that New Zealand Police had conducted national security investigations into activities of suspected white supremacists or right-wing extremists before 15 March 2019 (see Part 8, chapter 6), the limitations of New Zealand Police’s recording practices mean that exact numbers are not available.  After 15 March 2019, New Zealand Police compiled a list of 1,700 individuals who had potential right-wing extremist characteristics from a review of their intelligence holdings. They told us that they had never attempted to do this before 15 March 2019. New Zealand Police told us that the accuracy and reliability of the information used to compile the list was variable and required further risk assessment. New Zealand Police collaborated with the New Zealand Security Intelligence Service and New Zealand Customs Service after 15 March 2019 to refine and prioritize the agencies’ leads on right-wing extremist individuals and groups in New Zealand

CHRISTCHURCH CALL INQUIRY INFORMATION HIDDEN FROM NZ CITIZENS

The public awareness of ‘Far Right Extremism’ and ‘White Supremacy’ reporting was expanded by the propaganda machine (Mainstream Media) in the later part of 2018. At the time I petitioned 6521 signatures objecting the UN Global Compact of Migration.  Speeches were held mostly in Aotea Square Auckland. Freedom of speech was also on the menu as police camera’s were in our faces, and I was ordered to not attend protests by the police. At time I was producing You Tube video’s as to why I objected to NZ signing the UN Global Compact of Migration.  Byron Clark Workers Socialist Party cherry picked edited my video’s. After the CH CH Mosque Attacks 15/3/2019 he met up with a group of Muslims telling them I inspired the Mosque attacks. He then went on to author a book titled FEAR ‘The underground of the Far – Right in NZ where he stated I inspired the Mosque Attacks. His book is in the Government National Archives and is still being sold in NZ in Whitcouls book shops etc., I laid complaints to Human Rights Commission, Broadcasting Commission to no avail. Concern was that he endangered my family by sating I inspired the Mosque attacks.  This is surely the Tyranny of Human Rights in New Zealand.

It was in 2018 that NZ Police and Security Services were being trained to be aware of right wing extremism and  white supremacy.  After March 15th 2019 1700 NZrs were listed by Police in reference to be potentially far right extremist and white supremacist. Christchurch inquiry reported NZ Police inaccuracy of this list

The Royal Inquiry to the Christchurch Attacks brings out some very interesting information that the propaganda machine (mainstream media) and the political cronies behind the closed doors of Parliament will not openly share with the public of New Zealand. At press conferences the mainstream media reporters will not ask many questions that New Zealanders should have answers too.
