Under Sect 23 of the Medicine Act 1981 this provides the Minister of Health to grant provisional consent when considered desirable for the medicines to be sold, supplied or used on a restricted basis (LIMITED BASIS) for the treatment of a LIMITED number of patients (People)

June 12^th 2015 The National Library Of Medicine published an article ‘Off-Label drug use as a consent and health regulation issue in New Zealand. ‘Off Label’ described as not yet approved or the status of drugs that have been approved

The NZ Medicines Act 1981 specifically allows for off-label drug use, however this authority is limited-Code of Health & Disability Services Consumers Rights Regulations and Common Law state:- It is required that ‘off-label’ drug use is of an acceptable standard, the patient should be fully informed, the patient must give informed consent.

‘Off Label drug use is an extremely important issue, the current law provides medical practitioner very wide discretionary power without providing classification for what is required of the practitioner in exercising this discretion ’off label’.

SO WHAT HAS THE NZ GOVTS THEREPEUTIC PRODUCTS BILL  GOT TO DO WITH THE REPLACING OF THE MEDICINES ACT WITH ‘OFF LABEL’ MEDICINE?

The Government had unsuccessfully introduced policy proposals for the Therapeutic Content proposals  back in 2011 and 2016. In 2019 the Therapeutic Product proposal was back on the governments table. “Iwi/Maori natural medicines would be exempted from the Therapeutic Product proposal”

A Med-Safe Report in May 2022 refers to the Medicine Act being replaced with the Therapeutic Products Bill to allow for ‘Off Label’ Medicines Chris Hipkins the COVID19 Response Minister and Andrew Little Minister Of Health where the Director General has the ability to make decisions regarding the administration of the COVID19 jabs, the dose and the frequency as the pandemic developed whilst being outside of the established Medsafe Regulations- medicine process.

A legal base for the provision of the medicines process of any further doses of COVID19 Vaccines (Jabs) including Pfizer’s 4^th doses. The 4^th dose had not yet been approved by Med-Safe. The government had recommended that Maori and Pacifika peoples over the age of 50 who are immune-compromised can receive the 4^th Pfizer dose before winter 2022.  NO public consultation was undertaken as to the governments proposal, however the 4^th dose was consistently promoted by mainstream media.

Ministry of Health reported that Pfizer have not yet applied for approval of 4^th dose in NZ, that local jurisdictions have to find their own approval strategies.

2.The Ministry of Health reported as to Maori, Pacific peoples health- cannot be overstated as to the impact of COVID19 that there is a time pressure to maximize immunity when winter illnesses are at their peak. (Specific targeting of Maori and Pacific Island peoples for COVID19 jabs -guineapigs) saying “It would be ideal to enable the broader doses of4th Pfizer doses. Opportunities to administer flu and COVID 19 jabs at the same time.

 To provide their populations with 4^th doses, but they had to find their own legal route.. However Standing Orders cannot be made for an unconsented medicine (A new medicine), this undermines the purpose and consents process under the 1981 Medicines Act

NOTE: Under the Medicines Act 1981 ‘Off Label’ – number of people receiving doses of ‘unapproved Med-Safe medicines are limited. Pfizer COVID19 dose 4 was unapproved and therefore limited as to how many New Zealanders could receive it.

The government ‘WITH URGENCY’ introduced new arrangements, they  were implemented to amend the Medicine Act introduced 7^th June 2022, passed in mid June- recommended by Andrew Little that the Ministry Of Health would be responsible for the implementation of the 4^th dose of Pfizer, utilizing all existing delivery settings, processes & technology that has been used previously for the COVID19 rollout.

In a Court hearing-Judge Rebecca Ellis stated when referring of ‘off label’ medicine, “a limited number of people  specified for in Section 23 Medicines Act 1981. RNZ reported 18/5/2021 ‘Technical Anomaly Spurs Urgent Law Change for COVID 19 Vaccine. Government URGENTLY’ seek a change of law to ensure COVID19 Vax rollout is LEGAL following the High Court decision of Judge Rebecca Ellis. Judge Ellis ruled it was ‘reasonably argued, that the governments approval of Pfizer vaccine rollout went beyond the Medicines Act 1981 allowed” . This gave  Andrew Little the right to approve medicines for a limited number of patients. However the COVID 19 Vaccine rollout would cover all New Zealanders over the age of 16years. THUS NOT LIMITED AS IN MEDICINE ACT 1981

Chris Hipkins response to Judge Ellis was “this raises no safety issues, it just highlighted a technical anomaly as to the law. NOTE THE GOVERNMENT WAS TECHNICALLY BREAKING THE LAW. AND THEY NEEDED TO COVER THEIR ARSES.

Andrew Little again responded to Judge Ellis “The government will pass legislation under URGENCY to rectify the problems ( THERAPEUTICS PRODUCTS BILL- This will most definitely be passed to save Governments arses)

Six products are potentially affected by Judge Ellis court decision these include Pfizer Vaccines, 2 Flu Vaccines and 2 types of contraceptives and an electrolyte solution

3.On the 30November 2022 the Therapeutic Product Bill was officially introduced by Andrew Little to the House (Parliament). He describes this in his speech in the Beehive “To modernize the way medicines, medical devices (includes COVID Test Kits) and Natural Health products are regulated. Enables NZ to take advantages of advances in medicine -gene therapies, AI and machine learning software also vaccines for pandemics. David Seymour said “Medsafe tended to approve drugs that were approved elsewhere in the world saying “Well, has Medsafe ever declines to approve a drug that the rest of the world is safe”. David Seymour was supporting replacing the Medicine Act 1981 with the Therapeutic Product legislation. He also stated  “the Court were right to uphold the law, however he backs the law change to replace the Medicine Act with the Therapeutic Product Legislation.

As to Judge Rebecca Ellis court outcome David Seymour said “the Court were right to uphold the law, however he backs the law change to replace the Medicine Act with the Therapeutic Product Legislation. CORRUPTION GLOBALLY AT WORLD HEALTH ORGANIZATION (UN) REQUEST … At WHO (UN) request countries around the world have changed the way they report COVID19 deaths. All deaths where a person has had a Positive COVID19 test, if they die for any reason whatsoever within 28 days is classed as a COVID19 death, there is also an available window to extend the 28 days to a loner period. In the UK it is between 28 days and can be extended to 60 days.

To bring NZ inline with other countries and the WHO (UN) request this classification for deaths was adopted by NZ on 10^th March 2022. NZ Govt Health NZ reported “this ensures that all COVID19 cases are formerly recorded to help provide accuracy, accurate assessments of the impact of ”this can range from death not related for instance with COVID 19 someone for example who dies in a motor vehicle accident but has been tested positive for COVID-19.

It can also be some-one who dies from an existing health condition, hence this would be a COVID death. This could also apply to suicides and post  vaccine related deaths all hidden in this classification of counting COVID19 deaths.  NZ Herald reported 19^th July 2022 Ashley way of reporting COVID19 deaths, this can boost compliance. Fast track  Bloomfield “The way we analyze how many people have died from COVID19 in NZ is more accurate and informative, it’s a useful tool for NZs management of COVID19”

Michael Baker, University Of Otago who collaborates with Arderns Govt and authors articles in main stream media said “All health agencies and researchers want health stats that are valid ie “that measure what they intend to measure- therefore the change in classification of COVID19 deaths will  increase the confidence we have that death attributed to COVID19 is valid” Saying “reporting of deaths of COVID19 could convince anti-vaxxers and boost overall compliance. Marketing expert Dr. Bode Lang reported “he believes this could help shift anti-vax sentiment in NZ communities and those that are less likely to follow the govt’s control measures would take the control measures seriously”. This will also address criticisms  from anti-vaxxers and COVID19 doubters how many deaths are really caused by COVID19, and would then make people more likely to follow govts guidelines.

Dr Ashley Bloomfield Director General of Health revealed changes in the approach of reporting COVID19 deaths saying .“The Ministry Of Health from now on report COVID19 related deaths as “those that die within 28days of testing positive for COVID19 will be classed as a COVID19 death-other countries are using this for official reporting to the WHO (UN)

Bloomfield also stated “As for hospitalizations reported it is possible that about 566 or 75% are seeking treatment for the virus, this is based on trends in Auckland” However the Minister Of Health commented in Newshub “while it is not clear exactly how many cases are actually hospitalized for COVID19, it is estimated as ¾. We are developing a way to collect and report this data- estimates were from proportions reported from a US hospital study”. Bloomfield also said “Its difficult to obtain data, as patients admissions to hospital are recorded when patients are discharged”. We all know that as soon as anyone enters through that hospital door symptoms, health issues are reported. This is a lame excuse- a lie. Chris Hipkins told the AM show “the government did not have data on how many COVID19 related patients were in hospital for virus related systems or other health issues”

And added “Yes, and that means that people who died during that 28 days of COVID19 positive test may have actually be unrelated to COVID19” Michael Baker added “simple count data is important because events mean something, particularly when it comes to deaths of family and friends” and this can be expressed in different ways” That “a simple death count is a key indicator that a disease is having an impact on mortality rates

In 2021 it was estimated that 19,000 of NZ’s homeless were young people under the age of 25. . At risk of crime and exploitation, ill health mental, emotional, medical and physical.  (Govts Human Rights Failure). Radio NZ reported 2022 ‘one in six kiwi’s homeless, 41,000 bed down without adequate access to housing. Temporary transitional motel accommodation becomes a permanent fixture. People sleeping in their vehicles because they feel unsafe in some motels. (The Govts promise- Failure=Kiwi Build)

Ardern reported “Reaching 90% target would make NZ one of the most highly vaxed countries in the world” and “under-vaccinated regions in NZ,  means devastating consequences “ COVID WILL FIND YOU IF YOU ARE UNVAXED” – If DHB regions unvaccinated COVID will find you”. 90% of each DHB area must have 90% vax rate”. She reports “under vaccinated regions devastating consequences”. Police working with far north Iwi- road blocks. Auckland cordoned off. To exit Auckland must have jab certificate or test 72 hrs prior to departure.

Children, young people no attendance at school, lessons on laptops at home. Now this has led to an  increased absence from school. And a massive loss of small businesses and jobs, many businesses never to open their doors again. Butchers shops closed, liquor stores open. Unvaccinated can’t go to hairdressers, coffee shops, gym etc- unvaccinated cannot. NOW THE TRUTH EMERGES FROM THE EUROPEAN PARLIAMNTARY HEARING: The worlds media are reporting it, the fact checkers are trying to dismantle it. 10^th October 2022 Executive President of Pfizer’s International Markets testifies- Janine Small,  as she is questioned by Netherlands Lawmaker Rob Roos. All the evidence of the hearing on You Tube Video. In Rob Roos’s questioning of Janine Small he asked “if the company (Pfizer) tested its mRNA vaccine on stopping transmission before rolling it out”. He added                    “If not, please say it clearly. If yes, are you willing to share the data with this committee?. And I really want a straight answer, yes or no, and I’m looking forward to it”. Janine Small responded  “the company did not have time to see if its vaccine would stop the spread of COVID” And “regarding the question around, uh, did we know about stopping the immunization before it entered the market? She said “NO”.

Small added  “no tests were conducted because the world was facing a health crisis”. She also cited a study from the Imperial College London. But the college has been heavily criticized for alleged inaccurate modelling, She testified that “We had to move at the speed of science to really understand what is taking place in the market and from that point of view we had to so everything at risk”..Rob Roos urged that  the court hearing to be publicised globally. The video of the Court hearing has been viewed at least 11 million times.  (Not by NZ mainstream media though). He said “there was never a legitimate basis for vaccine mandates or vax passports”. He called this massive institutional discrimination, shocking and criminal. Fellow Eu member Cristen Terhes of Romania also said this calls to question other actions by the pharmaceutical giant”. Pfizer to continue collecting data on safety and effectiveness for next two years (New Scientist 19^th/10/2020). I question are many New Zealanders now living within a false sense of security, I personally believe. NZ Govt, Governments worldwide, UN, WEF, Academics, Scientists and all their cohorts discuss the strengthening of the World Health Organization by introducing an International Pandemic Agreement. Helen Clark is the Co-Chair of this International lunacy to control the people, planet for massive profits for the already wealthy global elite. Yes they are talking the next global pandemic. A plan that risks controlling all humans, wild and domestic animals, plants, soils, waterways etc.,

I suggest people research the Minister Of Maori Affairs- Horomia’s speech in 2007. He gave a warning message to  New Zealander opposing the UNDRIP, not to adopt it in NZ. And its happening.
