UNFAIRLY TARGETING FARMERS – THE 2016 HAVELOCK NORTH WAS USED TO INTRODUCE –    THE NEW WATER REGULATOR TAUMATA AROWAI AND THE MAORI ADVISORY BOARD

Initially Accusations & Speculations were a reality to the farmers whom were blamed for the  Campylobacter outbreak  in Havelock North in August 2016, An estimated  5,500 people, 15 approx hospital admissions & 3  reported contributed deaths. There were political discussions and the Green Party blamed the Farmers for Intensification of  Farming practices as being the fault of the contamination

Federated Farmers & other Agricultural Representatives strongly rejected the claims pointing out that the area new the specific bore in question  was primarily lifestyle blocks and orchards not Intensive Dair Farming. It was concluded the source of contamination was likely from sheep faeces that flowed into a surface pond & then into an insecure bore

The Govt Inquiry attributed the blame on the Systemic failings by Hawkes Bay Regional Council & the Hastings District Council for their lack of collaboration * inadequate Risk Assessments & the failure to ensure Bore Security & Proper Water Treatment. The initial finger pointing at farmers caused a significant negative effect on the farming communities reputation. NZ First stated the Farmers are owed an apology as it was clarified the actual source was the Councils significant failings.

Farmers had been treated unfairly , were targeted by misleading and alarmist claims by Anti Lobbyists without a shred of evidence. There was finger pointing at agriculture,  yet the closest dairy farms was 40 kilometers away. It was reported that farmers had spent $1 billion fencing rivers over the past decade.

The Havelock August 2016 Incident imposed new restrictions & obligations on farmers as key land users in water catchments. Councils were blamed, criticized for the lack of collaboration * Inadequate Risk Assessment * Failure to implement required Water Safety Plans & Monitoring which was said to contribute to the outbreak occurring. The Havelock North Incidence highlighted tensions around water and land use in NZ, leading to more management & regulations nationwide.

Regional Councils eg Hawkes Bay Regional Council was required to implement stricter rules and planning changes (Like a TANK plan Change) which included the development & implementation of Farm Plans. Introduced more rigorous standards & restrictions, scrutiny and more rigorous national standards. This leading to increased regulations & restrictions on Agricultural practices & policy changes

The prompting of calls for a more Sustainable Less Intensive Farming methods. Including a cap on the use of synthetic nitrogen fertilizer, a measure that directly impacts many farmers. The Havelock North 2016 Incident  although Farmers were not to blame led to broader regulatory shifting, restriction on land use practices especially agriculture right across NZ. (was this just another Crisis opportunity ‘Never let a Good Crisis Go to Waste)that this was in  1 of the bore heads (Same location as the August 2016 incident)

The independent Stu Clark 1998 Report concluded that the 2 Bores were a possible source of campylobacteriosis.. The likely point of entry for  contaminated surface water was a leaking power cable gland. It was recommended that testing the Te Mata Aquifer to establish whether it was confined along with measured to ensure security of both bores.

The Regional Council failed to meet its responsibilities as set out by the Resource Management Act 1991 (RMA) to act as Guardian of the Aquifers under the Heretaunga Plains Protection of Water Sources. The District Council did not embrace- implement the high standard of care requires of a public drinking water supplier in light of the 1998 outbreak and the significant history of transgressions. The breaching of Drinking Water Standards

The District Council did not properly manage the maintenance of plant equipment or keep records of that work, carried out little to no supervisions of follow-up work. Did not carry out recommended improvements. There was a lack of collaboration and liaison  between the Regional Council and the District Council. A strained relationship with an absence of regular and meaningful cooperations resulted in missed opportunities that may have prevented the out break

Consultancy firm MWH New Zealand Ltd (“MWH”), a technical adviser to the District Council, failed competently to assess and report on the security of the bore heads of Brookvale Road bores 1 and 2. The Inquiry found that near the Brookvale Rd Bores the Aquifer had been penetrated by a significant number of disused or uncapped bores leaving it vulnerable to entry by contaminated water. That the Brookvale RD Bore 3 was affected by earthworks at the neighboring Te Mata Mushroom property, leaving it vulnerable to contaminated water

The Te Mata Aquifer was not a secure source of drinking water- non compliant to Drinking Water standards. That the Regional and District Councils relationship was dysfunctional. The Regional Council filed a criminal prosecution against the Regional Council 18th November 2016 which led to a delay in the Inquiry.

It was stated that this was ill advised and never should have been launched . It was eventually dropped and replaced with two infringement notices. The Regional Council spent $450,000 investigating the case. This could have been spent on the Aquifers beneath the Heretaunga Plains

It was reported that the risk associated with waterborne diseases in NZ are well recognized. The Drinking Water Guidelines emphazise that ‘Untreated drinking water contaminated with pathogens presents a significant risk to human health. Therefore lessons need to be learned from the Havelock North Incident.

But was has Central Government learned. First they blame the farmers unjustifiably so. Yet 23 years later successive governments have turned deliberately absent minded- where the Local Govt Act 2002 still remains with the same errors as when it was presented to the House. Where Trade Waste Consent Breeches still remain a cause of significant concern. Where Stats  that were present a couple of years ago now  the 2024-2025 Stats for Trade Waste Consent breaches are clearly absent from the publics eye.

UN GENERAL SECRETARY  WARNS UN NATION STATES ‘HIGH ALERT’ TERRORISM (ISIL/ DAESH) – FEBRUARY 2023. (NZ Take Crims on ‘face value’)

New Zealand Visa Officers told to ignore criminal activity of migrants to New Zealand. ‘Take them on face value’. RNZ Reported that Immigration officers were told to ignore criminal convictions and investigations, not to read supporting documents on visa applications, not to check work visas at the border so as to accelerate migration visa’s much faster. A completely corrupt visa regime of what is namely UN irregular (Non Legal’ Migration introduced into NZ. Where non-legal becomes legal, where dummy  visa’s were allegedly approved. A system that is completely corrupt and put the people of NZ at serious security risk. Immigration Staff told Stuff about their concerns, about the vis regime. A senior INZ official Peter Elms admitting that visas have been manipulated by bad actors. Now more staff have come forward saying there are serious issues right across the system, which include visitor and student visa’s, where there has been a streamlined approach and this has been mandated

Multiple officials have told Stuff that they were told to ignore criminal convictions and investigations when granting visa’s and residency to individuals. They were told not to open and check attachments on visa applications as this would delay processing times.  Staff told to accept visa’s on face value. One officer tried to decline application under the AEQV scheme, but was over-ruled by senior managers. It was reported there were genuine concerns about an employer exploiting migrants, but a senior manager told them “it had gone over their heads” and he had been told to issue the visa. Officers have said they are deeply unhappy about the migration directives, a lot of officers have left their jobs gone elsewhere to work, many were emotionally affected, because they wanted to do the right thing, and what was happening did not sit well on their conscience.

We are talking about migrants that have committed serious crimes and still issued visa’s. The deliberate ignoring of the risk of serious security issues that are implanted into NZ Society. Visa staff being told to ignore alerts on clients that are criminals. Border staff being told not to intervene where there are question marks on newly arriving work visa holder. Do Not Check them, let them go. There are tensions with many Customs officers whom know this is wrong. Reports of concerns see no action taken. Referencing 200 cases per day of suspicious arrivals. Border staff have been under significant pressure, and concerns about reducing security barriers, allowing what is namely a ‘light touch assessment’

Last November a general instruction to Visa Staff re-classify some high risk applications for a more ‘streamlined’ approach. The removal of human decision making by operating a system called ADEPT, means there is to be no records of area’s of concern. Visa Branch staff under significant pressure not to open documents, just approve and approve and approve.. just approve them. Referencing fake bank statements, CV’s, references and pieces of paper with the typed words “Bless you”.  Visa officers were threatened with Performance Improvement Plans if they did not make enough decisions and so called ‘shout outs’, that is ‘shout outs’ to those that passed the most visa applicants.

Visa staff have spoken out because they cannot see they themselves can force change, they don’t want to see migrant exploitation, morale is bad amongst many visa officers. They say the upper management will only listen if this hits the media. Visa staff have been told to close their eyes to what is going on, just hit ‘approve’. Acting head of Immigration Catriona Robinson said that the govt agency constantly reviews and adjusts settings to speed economic recovery- open border. Obviously means open to crims, and  a serious security risk for all of New Zealand when we do not know who are crossing our borders. She could not provide accurate numbers of fraudulent visa’s arriving in New Zealand. This leaves NZ open, exposed to human trafficking, organized crime, illicit goods, weapons and drugs. Illegal migration by individuals of terrorist groups, jihadists. Human trafficking is a global business generating approximately $150 billion in illegal profits, forced labour, sex trafficking, child trafficking through open borders. It was reported in 2018 that children make up almost one third of all human trafficking of victims worldwide, they are especially vulnerable (UNICEF).  The risk to New Zealand society has significantly increased.

The UN Security Council 10th February 2023 warns UN Nations States that Daesh/ISIS threats remain high. said the threat has “increased” near areas of active hostilities where the terrorist group and its affiliates are active. “The level of terrorist activity continues to be a concern to member states,” he added.. Refers to radicalizing recruiting new supporters for ISIL/Daesh

Yet in NZ, the  ignoring of  criminals entering NZ, the fast tracking of  visa’s on face value. As this government put New Zealanders lives at serious risk, without care or consideration for the harm this risks to you and your children’s lives.

Rosemary Banks represented NZ at the UN Assembly in 2007. Under the Labour Govt this was rejected because it was non compliant with the Treaty, the practical laws of NZ. The adoption of the UN Declaration would be Maori had Veto Rights over all others. Two class of citizens in NZ. That they would own, control all lands in NZ. (Banks stated this cannot happen has property/land is legally owned by Maori and Non Maori. They would have Veto rights over all Natural Resources.

Horomia Minister of Maori Affairs (Labour) reiterated this in a speech in Parliament in September 2017 and warned Parliamentarians about adopting this, confirming and agreeing with Rosemary Banks speech at the UN. He told the Maori Party to get their head out the clouds. This is merely a document of Aspiration.

1999 Doug Grahams speech in parliament. The Maori Council reported they were going to APEC countries to ask for their support for Maori Sovereignty. Doug Graham the Treaties Minister said “They won’t be interested”. The Maori Council reported they wanted to go back to NZ being ruled under the Declaration of Independence 1835.

Doug Graham said “Judge Timms had concluded in a court case earlier that the Te Tiriti o Waitangi had nulled the 1835 Declaration. Graham went on to say “ The Maori Council cannot have their cake and eat it too, they cant have the Treaty and its claims, and also a Maori Sovereign Nation, and he doubted they would give up the Treaty”

As for the word ‘Indigenous” it is a root Latin word has many meaning including beget- birth being born in a country etc., etc.,  The more modern version was introduced by Andrew Paull President of the Indian Brotherhood of Canada, when he died George Manual also of the Indian Brotherhood then became President of the  Indian Brotherhood. Under Pierre Trudeau Justin Trudeaus father he was given centre stage across of the nation of Canada.

George Manuel was the president of the World Indigenous Council. When they held their first forum at the UN many delegates walked out in protest as they were called Indigenous , they had not knowledge of ‘Indigenous’ and had not given anyone consent to classified as Indigenous.

1970 Geoge Manuel with a delegation from Canada visited New Zealand, he wanted to learn more about Maori and the place they live in. After going to different Maori entertainment etc., the following night he invited Maori politicians to his hotel room with a group of Maori entertainers, there he had a serious talk about Maori being called Indigenous in New Zealand.

CONTROLLING POPULATIONS WITHIN CITIES ‘URBANIZATION AND CONSUMPTION’

June 2019 the global network of C40 Cities Report June 2019 referred to the impact of ‘urban consumption’ as to greenhouse emissions and the need to ensure urban/city reduce their greenhouse gas emissions in line with an internationally agreed limit. This includes: Urban consumption as a key driver of global greenhouse emissions having a significant impact  beyond their geographical borders by influencing global supply chains. Stating that C40 Cities represent 10% of global emissions when accounting for consumption based emissions. Therefore C40 cities have a strong plan in place to significantly cut emissions directly within their geographic boundaries. These are emissions measured  by what is consumed in cities, where urban consumption is to be halved by 2030 (7 years from now). Where high income C40 cities must decrease their consumption by 2/3rds within the next decade, to adopt sustainable consumption patterns. Cities have already set targets to take meaningful action to reduce local emissions from buildings, energy, transport, waste, however its taking much more action than this

C40 Cities key consumption categories are that cities are to target food, buildings and infrastructure, clothing and textiles, private transport, aviation and electronics, also household appliances. Reduce the number of new clothing items an individual can buy each year. Dietary change – lower meat and dairy consumption, reduce the number of flights an individual can take, reduce car ownership. The report builds on ‘The Future of Urban Consumption in a 1.5c World which includes food as the biggest source of human consumption based emissions stating that food related emissions could increase by 38% by 2050 under a ‘business as usual’ scenario. That 60% of food emissions are agricultural, 16% relate to electricity use, 9% to fossil fuel production, 5% to transportation. Food types are documented as animal based food representing approx. 75% of food emissions against 25% consumption of plant based foods.

Therefore C40 cities encourage, support the consumption of plant based foods, stating it is sustainable to eat much less meat and dairy that animal sourced food needs to decrease significantly. Make diets rich in nuts and vegetables. An average of 2,500 Kcal per person a day. The problem there is that depending on height, weight, metabolism, what sort of work one does depends on how many calories one may need to consume. (That throws that one out with the babies bath water.

As for plant based food research has found that this is higher in sugar and often lacks the important nutrients of real meat. That those that consume plant based foods fell below the daily requirement for calcium, magnesium, potassium, zinc and B12. Our bodies are designed to absorb protein from animal sources much more efficiently than from plants. The Journal of Agricultural and Food Chemistry has shown that we do not absorb as many essential or non essential amino acids from meat substitutes as we do from real meat itself. The C40 Report that reducing food emissions from food consumption requires actions from all actors- government, business, cities, civil society and citizens. That government are to influence the availability and affordability of foods working with regulators conveners and educators to affect change. Scoop News 5th January 2023 ‘ Aucklanders Rates Pay for Project to Convert Meat Eaters to Vegetarianism. Auckland Ratepayer Alliance called on Auckland Council to get its butt out of Aucklanders dining rooms after it uncovered that the council had spent nearly $50,000 on a survey to measure how receptive meat eating households are to converting to vegetarianism. Auckland rates significantly increasing and ratepayers money being spent on Aucklanders diets. Its reported that cities are leading the way to consumption degrowth. A planetary health diet by 2030. A C40 Food Cities Declaration. C40 City Adaption monitoring, Evaluation and Reporting Systems around the world, a governance structure. TRAITORS IN THE POLITICAL CESSPIT OF WELLINGTON ‘APARTHEID IN NEW ZEALAND’

He Puapua (Co-governance) in New Zealand also known as ‘Vision 2040’ – To be actioned well before 2040  all relates to New Zealand Government’s signing of the UNDRIP in 2010. 143 countries voted in favour of the UN Declaration. There were 11 absentee’s. Australia, Canada, New Zealand and America rejected the UN DRIP. The planning of the UN Declaration began in 1982. The declaration prohibits discrimination against indigenous peoples. Gives indigenous peoples full and effective participation in ALL matters that concern them. And all matters do concern them.

ROSEMARY BANKS was NZ’s Representative  speaking at the UN, she explained why New Zealand had decided to reject the Declaration. She said that “NZ is unique, we have the Treaty Of Waitangi between the Crown and NZ, it has been NZ’s founding document since 1840. That the Treaty has acquired great significance in NZ’s constitutional arrangements, law, government activity. NZ has a system for redress, accepted by both indigenous and non-indigenous citizens alike. Claims to over half of NZ’s land area had been settled. That NZ had already been implementing most standard in the Declaration for many years. .  She shared the view that the Declaration was long overdue, and the concern that indigenous peoples in many parts of the world continued to be deprived of basic human rights. Rosemary Banks said “It is with deep regret that NZ is unable to support the text in the declaration. NZ has difficulties with 4 provisions within the declaration. Articles 26, 28, 19 and 32.

1)THEY WERE FUNDAMENTALLY: INCOMPATIABLE with NZ’s Constitutional and Legal arrangements. Treaty Of Waitangi, the principle of governing for the good of ALL its citizens.

2) This included the provisions of land and resources in NZ and the Right of Veto over the State

3)Article 26 states that indigenous peoples had the right to own, use, develop or control lands and territories that they traditionally owned, occupied or used.

NZ’s rejection was “This would mean the entire country of NZ would be caught in this scope of the article. As it appears to require recognition of lands now legally owned by other citizens, indigenous and non-indigenous. Does not take into account traditions or customs nor land tenure.

Article 28 is on redress- compensation does not take into account as to lands legally owned legitimately by others. And overlapping indigenous claims. Again the whole country would fall under the scope of  Article 28. The declaration implied Indigenous peoples had the right to veto over democratic legislature and ‘national resource management. The declaration implied to classes of citizenship. Indigenous people would have the right to veto that others do not.

Rosemary Banks said that New Zealand is unable to support the declaration as its incompatible with democratic processes, legislation, constitutional arrangement, is not reflected in New Zealand’s State practices and and would not be recognized as general principles of law in New Zealand.

In 2010 John Keys secretly arranged for Pita Sharples co leader of the Maori Party to travel to the UN to sign the UNDRIP. Since this time co-governance in New Zealand has expanded significantly without any permission or consent of the people of New Zealand. This has happened under National and Labours watch.  Under this Labour Government it has been accelerated and promoted even more.

15th September 2007 Horomia spoke in the House on the UNDRIP. He warned about signing the UNDRIP and also confirmed what Rosemary Banks  had said at the UN as to the reason for rejecting the UN Declaration. This being a Labour Government now support and fully promote the UNDRIP (Co-governance of NZ) as does Green Party. National also,  they are less talkative about it.

Willie Jackson has referred to many workshops and hundreds of participant’s meeting to discuss and working out plans around Vision 2040.

He said the next step would be the drafting of an official plan – work which would be done by Te Puni Kōkiri, the National Iwi Chairs Forum’s Pou Tikanga and the Human Rights Commission – over the next couple months. Jackson said the plan is more than co governance, and refers to health justice education.
