...After viewing Carl Bromley’s video today about the stench of chlorine coming from the Avon River in Christchurch I decided to do a bit of digging on this Chlorine problem myself. Christchurch Council have reported they have high quality drinking water. However they Council report they are using Chlorine whilst update water supply network. The Central Govt’s Water Regulator Taumata Arowai has declined an application by Christchurch Council for an exemption as to introducing chlorine into the water supply. All public water supply networks must be treated with chlorine unless an exemption is obtained
16th May 2023 Newsline reported that Christchurch Councillors are very frustrated it appears for some time now there has been a tennis game going on between Taumata Arowai and the Council. When the Christchurch Council has applied to have exemptions of chlorine in their water supply. Christchurch Mayor Phil Mauger said he is outraged that the government insists the water is chlorinated. The Water Services Act 2021 makes it mandatory for owner of reticulated water supplies to add residual disinfectant-chlorine- to the water unless they obtain an exemption from Taumata Arowai. Christchurch’s Mayor Mr Mauger stated “While we’re being forced to chlorinate our water supply we will continue to fight and advocate for the people of Christchurch,”. He felt the council had been led up the garden path by central government Taumata Arowai.
Stuff NZ reported 30th May 2022 more than a year ago that Christchurch Chlorine Free Water could still be years away- more than 4 years away after the council started temporarily treating the water supply. Go back another year to 9th July 2021 Stuff NZ reported the Christchurch Councils battle to remove chlorine from its water. As a Christchurch Councillor reports “to remove chlorine from the water is like a tennis game with safety assessors. At that time there were reported to be hopes that Christchurch would be free of chlorine in their water by Christmas 2021. Health Authorities had refused to sign off a plan detailing the city’s water supply. Again Councillors were reported to be left frustrated when trying to completely remove chlorine from Christchurch water supply.
13th February 2020 Christchurch Councillors back to the drawing board, the tennis match was going on then with Taumata Arowai. Again the government refers back to 2016 Havelock North’s campylobacter outbreak. RNZ Reported 22nd May 2023 that Christchurch Councillor wants local government minister to help reverse water chlorination due to the Water Regulator mandating chlorination of water in Christchurch’s water. . It has now been reported that work is being scoped by the ‘Three Waters’ team and will be bought to the Council in the future for consideration. Councillor Sam MacDonald wants Central Govt to intervene, as he says “they have significant amount of power and then refers to the unelected officials with a significant amount of influence over peoples everyday lives. His petition in May this year had reached 3,400 signatures in 5 days. He felt that Taumata Arowai were being over the top in its applications for standards. MacDonald said “The only thing that have changed are the rules, not the risk to the people”. MacDonald referred Taumata Arowai is effectively saying the bar is set so high that we’ll never be able to achieve it”. Advsor of safety of water in NZ is the Maori Advisory Group Te Puna . Taumata Arowai is a Crown Entity-Central Govt.
In 2022 the partnership of the Taumata Arowai Board ( Crown Entity-NZ’s Water Regulator) and Te Puna (The Regulator Maori Advisory Board won the Deloitte’s Award. Documenting “The governance arrangement is modelling how a strategic partnership is effectively built”. Taumata Arowai demonstrates its commitment to upholding the Te Tiriti o Waitangi through its partnership with the Maori Advisory Group. The Maori Advisory group manages, determines the safety of water in NZ, they have a strategic partnership with the Crown entity Taumata Arowai. Te Puna Maori Group advisors are non–elected bodies that has control of water supplies in NZ in partnership with the Govt. They would be determining whether Christchurch Council are able to obtain an exemption for chlorine in their water or not. The Te Puna Maori Advisory Group was established under the Taumata Arowai Water Service Regulators Act 2020 by the appointed Minister of Local Government.
The Te Puna Maori Advisory Group is chaired by Nanaia Mahuta’s younger sibling Tip Mahuta, who has an influential role in the Three Waters Reform and also He Puapua Report on Co Governance. Iwi – Maori partnership. Often named as Crown-Iwi/Hapu Partnership. The word Crown distanced the Govt from being made accountable- it’s the government partnership with Iwi/Hapu/Maori. The Te Puna Maori advisory group partnership to the Govts agency , New Zealands Water Regulator Taumata Arowai is chaired by Nanaia Mahuta younger sibling Tipa Mahuta. She is also the Chair’s for the Waikato River Authority, and the Maori Health Authority and Maori Advisory Group
In a nutshell Taumata Arowai – the central government of NZ is in a partnership with Te Puna Maori advisory group that determines the safety of water in NZ, chaired by Tipa Mahuta. The Maori Advisory Group advises the NZ Water Regulator (Govt) on matters of Māori interests and Maori knowledge that relates to the Government Water Regulator Taumata Arowai as to objectives, functions, operating principles and the collective duties of the Govets Water Regulator Taumata Arowai. Provides adviced on how to enable mātauranga Māori, tikanga Māori, and kaitiakitanga to be exercised. The govt’s regulators board (Taumata Arowai) must have regard for the Maori Advisory Group (Te Puna). The Govts Water Regulators Board must act jointly with the Maori Advisory Group, agree to the terms of reference for the Maori Advisory Group. The partnership has a memorandum of understanding
Researching Chlorine and any side effects I found that. The exposure to low levels of chlorine can result in nose, throat and eye irritation. Long term effects of chlorine can include chronic lung problems, bronchitis and asthma. Although Chlorine kills pathogenic organisms, chlorine can also weaken the immune system, weaken its ability to fight off pathogens . CDC reported on 7th February 2023. Most people will smell a noxious odour or feel irritation that indicates exposure to chlorine. Low levels of exposure for a long time may affect their ability to sense the chemical. When chlorine comes into contact with tissues eg eyes, throat lungs an acid is produced that can damage these tissues, Signs and symptoms vary depending on how the person is exposed, the amount of chlorine mass, and the time of exposure. Blurred vision * Burning sensation in the nose, throat, lungs, and eyes *Coughing *Coughing up white to pink-tinged fluid that may be delayed by a few hours *Chest tightness * Difficulty breathing or shortness of breath (These may appear immediately if high concentrations are inhaled or they may be delayed if low concentrations are inhaled.). Eye tearing * Nausea * Rapid and shallow breathing * Respiratory failure (depending on situation length of time, strength of chlorine gas etc.,) * Skin pain, redness, blisters, vomiting and wheezing

THE PLUNDERING OF NEW ZEALAND’
It is clearly evidenced that soon after the Local Government Act 2002 was introduced that there was a serious legal loophole which actually blows Ardern’s biodiversity, eco-socialism right out the window of anticipation.
RNZ published several news articles in 2021 referred to this loophole that the government has deliberately ignored for almost 20 years, that has often bought to their attention by local council representatives and other water experts. RNZ news reports refer to ‘Trade Waste Water Breaches, literally hundreds of them in one year, some of these companies have breeched these trade waste water consents multiple times in one year. Some of these companies are well known brand names and market themselves as ‘sustainability’. No company has been prosecuted or fined for leaching contaminants down drains.
RNZ reported an amendment to close an loophole in the Local Government Act 2002 has been ignored by a succession of govts.
Christopher Luxon was approached by RNZ, he had some choice words for these companies but has any political party done anything about amending this major loophole in the Act ?-NO.
Luxon replied “ Being a former CEO of Air NZ and at Unilever as well, its quite shocking companies would breach trade consents. But Luxon does not let the cat out the bag that Unilever has been named multiple times in the news for plastic pollution. There was a drafting error in the law which meant the regulations of the Local Government Act that has caused the problem of companies polluting water ways for almost 20 years. Regulation to fine, prosecute companies therefore could not be written. It was a drafting error- governments fault perhaps we should throw them under the tractor instead of the farmers.
Mahuta was approached by RNZ, she responded saying “ the new water regulator Taumata Arowai would be looking at ways waste water is treated”. In another interview Mahuta.the polluter referred to an educational approach to these companies that breach trade waste water consents. She also said it would be at least another two years before the new waste water regulating body tackles the problem”
Use this response by Mahuta and all those other political cronies in cesspit of Wellington, this will surely give you some idea that Three Waters is already a problem in the making.
RNZ named some of the companies in one of their news articles that have breached trade waste water consents- Talleys, Ernest Adams, Yoplait are just a few of the hundreds of companies that have breached trade waste water consents in just one year. Some companies have dumped toxins, high nitrates, ammonia, chemicals, blood and yellow yukky glob down drains.
This includes bakeries, supermarkets and other businesses. A lot of gunk over almost 20 years. Dumping contents of grease traps. Some of the biggest manufacturers and brands discharging contaminants, many of them are dangerous, and some have breached consents multiple times.
RNZ reported they had obtained data from 68 city and district councils that revealed a grim pictures of non compliance of trade waste water consents of at least 267 companies
RNZ 5th February 2021 news article referred to a description of some of the evidence they were provided with “blood red water and globs of yellow animal fat, greasy liquid clogging filters and coating ultraviolet lights used to disinfect the effluent. These same scenes were being played out right across NZ. An expert reported that even once treated, the waste being dumped can destroy biodiversity, choke rivers, wreck havoc on marine life. Some company’s have dumped toxic chemicals, eg., ammonia, sulphides into sewers. RNZ reported that in Timaru every trade waste water holder had breeched consent conditions.
In Hawkes Bay 6 out of 8 companies breached consents, companies that call themselves sustainable such as ‘the sustainable fishing company Sanford’, DB Draught Brewery, frozen food manufacturer-McCains, Heartland Potato Chips, Medallion Pet Food, the Wallace Groups rendering plant and Sth Canterbury By-Products. In Palmerston North 8 out of 9 consent holders breached consents multiple times, including 2 sites belonging to Fonterra, Goodman Fielders Ernest Adams and Yoplait factories also the largest Maori owned fishing company in NZ “Moana NZ’
RNZ revealed that no every council keeps track on consent breaches & not every council is transparent. In several regions its hard to get an accurate picture on how companies behave because some councils do not have rules about what is dumped in the sewers, some rarely monitor dumping, some companies are left to manage this themselves. RNZ also reported that Auckland Councils Watercare services which manages the largest wastewater network in NZ refused to answer questions posed by RNZ about companies breaching consents. They responded ‘for privacy reasons’
The point is the government is hugely responsible for the serious issues of toxins, contaminants and dangerous chemicals being dumped into sewers and drains because they deliberately let this happen for almost 20 years. They ignored this serious problem time and time again. Despite all of this dumping of contaminants RNZ reported ‘ not one company has been slapped with fines or prosecution’. Some companies that are breaching their trade waste water consents are also potentially costing rate payers, tax payers a heap of money
Because for instance ammonia and other chemical eat away underground concrete pipes, damage public infrastructure that has to be paid for my rate payers. One trade Waste Water expert reported that industries have deliberately pushed their consents so close to the mark to maximise shareholder value. This expert said that “trade water is usually a lot more toxic than other things can have a major impact, it can kill rivers” and “chemicals poured down the drain can produce sulphuric acid which can dissolve concrete infrastructure. Expensive infrastructure that’s put in the ground at a minimum cost of $5,000 per metre, is now being eaten away. “ That pipes have burst, there have been situations where vehicles and people have actually fallen into pipes which have collapsed under the ground”. He said that “Contaminated waste water can kill microorganisms inside a waste water treatment plant and suffocate creatures in the waterways where its eventually discharged, as contaminants which suck up all the oxygen.
Nanaia Mahuta has held this portfolio since 2017, when asked about this serious issue she told RNZ “I ‘will have to seek some advice” and “this concern has only just been raised with me” Her reply 10 days later to a LGNZ plea was “While I recognise the law is not working as well as it could, it is not clear to me that infringement offences are always effective in changing behaviour”. Mahuta said ”Bylaws give councils flexibility to establish rules suited to their circumstances in order to control behaviours in public places. It is my view that careful consideration should be given before extending powers” Mahuta’s key adviser, Michael Lovett, Dept of Internal Affairs Deputy Chief Executive was also unconvinced a law change was needed. He said “Why change the legislation when you can change the infrastructure”. Precisely, no accountability and no transparency, accept no responsibility. No instead they throw the farmers under their tractors, use them as the govts whipping boy, but allow serious polluted shit in drains and sewers that escape into rivers.
Nanaia Mahuita and her ‘Three Waters Reform’ how in hell could anyone trust this govt, almost 20 years of shit, toxic chemicals, contaminants and successive govts ignored this. Nanaia Mahuta and her Three Water Reform- Mahuta the Polluter. Never mind the insanity of the Fart and Belch Tax the general public need to get wind of this.
And what does Mahuta say about the new waste water regulator -Taumata Arowai that’s been created to oversee reforms of the Three Waters Reform. Oh, they won’t be tackling this trade waste water pollution for another 2 years at least. Said Mahuta the Polluter Well its been almost twenty years now, whats another 2 years. It was reported that some trade waste water officers have had to stand down and when they would not, they have been moved out of their jobs. Lastly one of RNZ news articles named companies that had breached their trade waste water consents, including one company that discharged too much contaminants. Discharged too much sulphide, zinc, chromium and ammonia. RNZ referred to 267 breaches to trade waste water consents in one year. I had to laugh after reading the Rural News on Fart Tax where one person said that vegans and vegetarians in the country should pay a greater tax contribution under the ETS “By eschewing high quality meat proteins for a bean based diet, they will be adding considerably more to global emissions”. Note: An article published on the fraud on the European Union Emission Trading Scheme, that the ETS scheme has grown in size and value and has become an increasingly attractive playground for fraudsters.
The Guardian reported that Australia’s carbon credit scheme ‘largely a sham, says whistle-blower who tried to rein it in. Prof Andrew MacIntosh said the system, which gives credits for projects such as regrowing native forests after clearing, is a fraud on the environment, tax payers and consumers. He described the govts emission scheme overseen by the govt and the clean energy regulator as ‘largely a sham’, as most of the carbon credits approved did not represent real or new cuts in greenhouse emissions, describing the fraud as hurting the environment and wasting a billions dollars of tax payer funding. MacIntosh is an environmental law and policy professor at the Australian National University.
Ardern continues to be seen as the world eco socialist leader if this Fart and Belch Tax comes about NZ will be the first country in the world to charge farmers on this insanity. The payable amount will depend on how much stock the farmer owns and the size of the farm, the type of fertilizer used.
NZ relies on the meat and dairy industries for our economy. However it appears that the Eco Socialist globally are looking at Ardern as their leader with her Wellbeing Budget, 4th year running and her happiness indicator index. ...15th May 2019 NZ Herald heading “Is Eugenie Sage the Most Dangerous Minister in Jacinda Ardern’s Government”?
RNZ reported 13th November 2018 that Green MP Eugenie Sage accused of rubber stamping land sales to foreigners. It was revealed than Land Information Minister and Green MP Eugenie Sage had approved nearly every application to cross her desk over 9 months, just rejecting only 30 hectares out of 60,000 hectares of land. Sage allowed a Chinese water bottling giant to expand
Between 1st November and 26th July Sage approved 21 applications covering 55,957 hectares. Sage said roughly 40,000 hectares were related to the sale of Mount White Station a sheep and beef farm in Canterbury. Many of the applications were related to forestry, which is a priority area for the government, she said. Adding we need more forestry to meet the billion trees commitment to ensure that New Zealand is sequestering enough carbon to meet the government’s climate change objectives.
I personally believe the carbon credit scheme is a sham, that will cost farmers their land and the country a huge economic loss. It’s a fraud in which the Taxpayers of New Zealand and Consumers will have to cough up big time for. Who is an environmental law and policy expert had spent years working on the integrity of the Australian Govt’s carbon credit system launched an attack on the scheme, saying it’s a fraud, is hurting the environment and wasting a $billion of Australian Taxpayer funding.
This news article referred to major implications for the credibility of the Coalitions $4.5billion ‘direct action’ emissions reduction fund in which the government buys carbon credits from rural land owner and other businesses. This also raised questions as to the rapidly growing number of polluting companies promising to buy carbon credits to offset their impact on the planet. The private market in carbon credits being worth $150million per year in Australia.
As for NZ and its growing a billion or so tree’s for 20 years the Local Government Act has allowed companies in NZ to pollute farmers bore water through what Fonterra calls ‘Nutrient Management’ and Arderns Carbon Zero and the hypocrisey of it all. Take Fonterra’s 29 Ghost Farms for instance. Fonterra would rather call them ‘Nutrient Management Farms’ across New Zealand. Fonterra have purchased farms, removed the stock and used the land for piping their factory cleaning waste water onto these farms and then sprayed it across these farms.
One News Feb 10th 2021 News Article ‘Council, Government ‘failure’ is why Fonterra can discharge toxic waste water on empty farms says ecologist. That Local and Central Govt are failing to adequately limit industry’s discharge of wastewater on land, which puts people health and environment at risk. The article refers to an assessment by Victoria University professor Mike Joy on Breakfast Today RNZ where a Waikato couple unacceptable levels of nitrates in their bore drinking water. Fonterra had emptied nearby farms of cows and used the land as tips for waste water. But, Fonterra is within the law to continue discharging this toxic waste water. Fonterra said its part of its circular nutrient management system, that the water would help the grass grow. The grass is cut, then taken elsewhere to feed cattle. This is namely ‘Cut and Carry’.
Ground water testing found that this showed dangerously high nitrate levels of 10 12 milligrams per litre. The maximum level allowed under the National Policy for Freshwater Management is 2.4 milligrams per litre. This is putting bank balances before human health. Wealth NOT health. An analysis by RNZ found few councils monitored breaches to trade water consents, often turning a blind eye to this. And Fonterra’s not the only one getting away with Trade Wastewater breaches either. More on this with my next blog.
But what does the Government do.. BLAME THE FARMERS..-..THROW THE FARMERS UNDER THEIR TRACTORS….- . USE THE FARMERS AS THEIR WHIPPING BOY and continue to sell off more farming land for forestry to overseas buyers. SUPPORT NEW ZEALAND FARMERS- NO FARMERS EQUATES – NO FOOD.
